Mission:
To be an information and advocacy resource for communities seeking to take control of their safety, focused on all elements of the justice system: police, courts and corrections.
Who We Are:
Positive Anti-Crime Thrust, Inc. (P.A.C.T.) is a 501©3 nonprofit, geared towards changing the traditional and typically adversarial relationship between the police, courts and corrections system and the African-American community. The organization operates under the guidance of two Executives and an Advisory Group supported by a host of partners and collaborators.
Howard Saffold
Prior to his role as CEO, Positive Anti-Crime Thrust, Inc., Howard Saffold joined the Chicago Police Department in 1965 and subsequently served as a Beat Officer, School Officer, Gang Crime Investigator, Mass Transit, Public Housing, Neighborhood Relations, Special Operations and Dignitary Protection Officer. He was a co-founder of the Afro-American Patrolman’s League (1971-1983). From 1983 to 1989, he served as the Chief of Executive Security for two Mayors of the City of Chicago (Harold Washington and Eugene Sawyer). In this role, he was responsible for overseeing a specialized law enforcement unit which included the selection, training and assignment of personnel.
Founded in 1968, Saffold served as President of the Afro-American Patrolmen’s League from 1971-83 and was a founding member of the National Black Police Association in 1972, where he served as the National Chairperson in 1978.
Today, Saffold focuses on community organizing, developing community and police relations strategies, developing a prison ministry and school safety programs, all of which are a focus of Positive Anti-Crime Thrust, Inc. (P.A.C.T.). Full Bio – Article, Freedom Fighter
Daryle Brown
Daryle Brown has spent more than 30 years in various product development and marketing roles, for corporations like Ameritech, USRobotics, 3Com and AbboE International. Concurrent with his corporate work he has a long history of volunteer/community leadership as a member of Optimist International, founder of Africare–‐Detroit, service on various non–‐profit boards, as an active member of Trinity United Church of Christ’s Prison Ministry, and as the Chief Operations Officer (Acting) and Board Member of Positive Anti‐Crime Thrust, Inc. Brown is the Festival Director of the (In)Justice for All Film Festival, and serves as the Exec. Director, Multimedia and Communications at Trinity United Church of Christ (Trinity UCC).

Positive Anti-Crime Thrust, Inc. is supported in its mission by an Advisory Council comprised of members representing a cross-section of people representing journalists, educators, researchers, business entrepreneurs, marketing specialists, paralegals, peace officers, clergy and other areas.

Positive Anti-Crime Thrust, Inc. serves the community by offering innovative solutions and a holistic approach to resolving issues involving community safety and fairness within the justice system. Feel free to view us as a key partner and resource on matters related to community safety, particularly as it relates to families. The information we share will be through a variety of methods:

Our Goals:
- We seek to build the economic bridges necessary to provide a holistic program to drive down crime rates, reduce unfair and unjust incarceration and effectively rehabilitate current inmate populations.
- Where gaps in services exist, we seek to develop and implement support programs consistent with our community safety goals and resources.
- Development of, and advocacy for, programs to reduce the incarceration rate among
African American men, women and children. - Provide for the structured and productive reintegration of ex-offenders back into their
communities. - Reduce the incidence of violence in our schools and increase the perceived value of education among our children.
- Grow the ability of the community to impact the policy of police, courts and corrections
to their benefit, not detriment, through effective networking (via church leadership and
congregations) and training.
